On Tuesday around 2:45 p.m., officers assigned to special holiday patrol in the retail shopping area of Grandview Boulevard in Madison were alerted to a vehicle in the area that was reported to be involved in a felony shoplifting/theft and assault in Missouri.

The 2019 Chrysler Pacifica, which had two people in it, was located and stopped by officers as it attempted to leave the Walmart parking lot onto Grandview Boulevard. After the vehicle initially stopped, it then fled south onto Grandview Boulevard before officers could engage the occupants.

A vehicle pursuit ensued with the wanted vehicle turning east onto Madison Avenue. As it proceeded east on Madison Avenue, an officer strategically located at Magnolia Street was attempting to deploy stop sticks when the fleeing vehicle proceeded towards the officer. The officer was able to jump from the path of the oncoming vehicle.

The vehicle continued east on Madison Avenue and as it approached the intersection of Highway 51 it struck the side of a white Toyota Highlander which was proceeding west on Madison Avenue. At the same time, a marked Madison Police vehicle was turning west onto Madison Avenue from Highway 51 when the fleeing vehicle struck the front of the police vehicle. This collision disabled the fleeing vehicle at which time both occupants were taken into custody.

All of the occupants of the vehicles involved were checked for injuries by Fire Department and Emergency Medical Personnel and all refused medical attention. The officer who jumped from the path of the fleeing vehicle was treated and released for an ankle injury.

Further investigation after the chase discovered what is believed to be stolen property from the Missouri incidents located in the wanted vehicle.

Raymond T. Peoples, age 30, of Southfield, MI was charged with Receiving Stolen Property, Felony Fleeing, and Aggravated Assault on a Law Enforcement Officer. Ravyn N. Stigall, Age 30, of Plant City, FL was charged with Receiving Stolen Property and Felony Fleeing.

Both subjects were taken to the Madison County Detention Center. The investigation is ongoing and further charges are possible against the suspects.
